SBL-DAT-00227: Unable to create the Business Service '%1'

Symptoms

You would be able to write Haley rules based on Sample Database and would have deployed successfully. But, while making the Knowledge Base Active by clicking on the "Activate" Button or when clicking on "Reload All Modules" or"Reload Knowledge Base",on the Administration-Business Rule Screen, you will get the following error message :

Unable to create the Business Service 'Business Rule Service'. (SBL-DAT-00227)

Cause

An extra patch V15464-01, which could be downloaded from eDelivery site, should be applied.

You could find this patch in the http:\\edelivery.oracle.com -> query for Siebel CRM products for Microsoft 32-bit OS and then drilldown on the "Siebel Business Applications Release 8.1.1.0 Media Pack for Microsoft Windows (32-bit)" with part number as B52573-07. There you can find the patch V15464-01.

Solution

With the initial installation of Haley Business Rules, you would be getting the error "Unable to create the Business Service 'Business Rule Service'. (SBL-DAT-00227)", while clicking on "Reload All Modules" and "Reload Knowledge Base" Applet Menu Items.

However, on applying the patch V15464-01 in the Client root directory, the issue was resolved.

Symptoms

Customer reports following errors, trying to deploy a workflow process or a custom business service as Web Service, using "Deploy as Web Service..." right mouse click menu item of in Siebel Tools:

1) Unable to create the Business Service 'Web Service Deployment Service'(SBL-DAT-00227)
2) Could not find 'Class' named 'Web Service Deployment Service'. This object is inactive or
    nonexistent.(SBL-DAT-00144)


Cause

The missing standard Business Service is part of the Siebel Repository change that comes with the ACR331 delivery of the Siebel Fix Pack: 7.8.2.5 and above.

This ACR Backports Siebel Customer Order Management version 8.0 Catalog, Asset, Pricer, and CFG broker Web Services to Siebel 7.8.2.5, and also it backports the core framework (Hierarchy and EAI IO to XML Converter) to support the ability to subscribe to catalogs, customer assets, and prices from an external application as a service.

Solution

Complete the ACR 331 installation steps, outlined in the "Instructions for ACR 331" section of the "Configuration Instructions for Enhancements and Updates" chapter in the "Siebel Maintenance Release Guide" document.

This document is supplied starting  with the 7.8.2.5 Fix Pack of 7.8 Release

After running of the Fix Pack for Siebel Tools, the REPPATCH folder of Siebel Tools installation root, will contain the "ACR331ImportFilesApps.v1205.zip" and "ACR331ImportFilesCore.zip" files with the to be installed Siebel Repository improvements.

After Applying Fixpack 7.5.3.9, the error message SBL-DAT-00227 is thrown:

Unable to Create Business Service "Cfg Web UI Service Loader"

Cause

Product Defect. Change Request 12-SJO4LO has been logged to address this product defect. 

Solution

After applying Siebel Fix Pack 7.5.3.9 and applying the changes detailed in "How To Enable the Siebel Configurator High Interactivity User Interface (HI UI) Feature (Doc ID 477610.1)" as required for customers on 7.5.3.4 and above, the following error was received after completing the selection steps in eAdvisor and then clicking Customize:

Unable to create the Business Service 'Cfg Web UI Service Loader'(SBL-DAT-00227)
Could not find 'Class' named 'Cfg Web UI Service Loader'. This object is inactive or nonexistent.(SBL-DAT-00144)

Change Request 12-SJO4LO has been logged to address this product defect. This behavior does not occur in version 7.7 and above.

Symptoms

SBL-JCA-00227

Dear Support,

We are currently configuring eMail Response. The final step in settig up Communications Driver Profiles and Response Group is to submit profile changes or response group changes.

First time, when we create Profiles and associated them with Response Group we got the following error message trying to submit changes (in both - profile and response group screens):

       Unable to create Business Service '<?>' (SBL-DAT-00227)

However, sometimes after machine restart changes took effect. Unfortunately Response group created for test purposes cannot be used any further and we have serious problems with that because Siebel just delete all the e-mails from Administrator mailbox.

Of course we made changes in Profiles and Response group. But we stil are getting the error message mentioned above. There is no similar messages in the log files (scaned every file in LOG directory). So, we couldn't understand what Business Service cannot be created.

After machine restart there is no effect of our last changes and we cannot continue further in such manner. Please advice a.s.a.p..

Cause

Using Siebel Dedicated Client instead of Siebel Web  Client, and the Siebel Dedicated Client missing a DLL.

Solution

For the benefit of other readers.

The customer was using the Siebel Dedicated Web Client (7.7.1[18306]) to configure the Communications Driver Profiles and Response Group and to submit profile changes or response group changes. However, after 'submitting changes' the following error occurred:

Unable to create Business Service '<?>' (SBL-DAT-00227)

The issue is caused because the file "SSEMRUTIL.DLL" is missing from the ${Client}\bin directory. The current workaround was to copy the file "SSEMRUTIL.DLL" from the ${SiebSrvr}\bin directory to the ${Client}\bin directory.

Change Request 12-OAONUB has been opened to address this product defect.
